Vintage 1980'S TOMY Doggone Dog 8" Tomytime Push Down Hat figure

Vintage 1980'S TOMY Doggone Dog 8" Tomytime Push Down Hat figure. Everything seems to work fine when apart including the wheels rotating as they should. However, when reassembled, the wheels don't rotate. I suspect that the mechanism that turns the wheels is no longer as strong as it was new, so it only turns the wheels when it is out of the body assembly. Everything else works fine; when you push the hat down, the ears go up, the eyes close, the nose goes in, and the tongue goes in. Then as the hat rises the ears drop, the eyes open, the nose pops out and the tongue sticks out. It's still cool, but it does not roll on its own.
